North Herts Council and Hertfordshire County Council Launch £3.2M Joint Procurement for Digital Telecare Equipment

08 August 2025

North Hertfordshire Council, in partnership with Hertfordshire County Council, has launched a major procurement exercise to establish a multi-supplier framework for the supply, support, and ongoing maintenance of digital telecare equipment—marking a significant step forward in delivering coordinated, future-proofed care technology across the county.

The framework, valued at up to £3.2 million over four years, will support both the Council’s award-winning Herts Careline service and wider assistive technology deployments within the County Council’s adult care and safeguarding services.

Suppliers across the telecare, digital health, and assistive technology sectors are invited to tender for one or more of the following three Lots:

  • Lot 1: Dispersed Alarm Equipment and Accessories
  • Lot 2: Maintenance, Technical Support and Repair Services
  • Lot 3: Standalone Telecare Sensors and Peripherals

This joint procurement supports Hertfordshire’s preparation for the national analogue to digital switchover, due to conclude in 2025, and reflects a shared ambition to embed resilient, accessible, and digitally connected solutions for residents with complex needs.

“This joint framework allows us to draw on the combined scale and expertise of both councils while delivering local, user-focused outcomes,” said David Martins-Hesp, Assistive Technology Manager at North Hertfordshire Council. “We're seeking partners who can help us maintain safe, responsive services and meet the challenges of the digital switchover head-on.”

Key supplier requirements include:

  • Dual SIM or multi-network roaming capability for all digital alarms
  • Full compliance with the TEC Quality Standards Framework (QSF)
  • High device resilience across all UK mobile networks
  • Clear commitment to user accessibility, data protection, and equipment interoperability

The procurement also aligns with Hertfordshire’s broader commitments to social value, digital inclusion, and sustainable service delivery.
