CAREBUILDER TECHNOLOGY-ENABLED CARE SOLUTION FOR HEALTH AND SOCIAL CARE PARTNERSHIPS

Since 2018, Glasgow Health and Social Care Partnership (HSCP), in collaboration with local care providers, commissioned a pioneering Technology-Enabled Care Solution (TECS) to enhance quality, efficiency, and user autonomy within its care services. This case study demonstrates the potentially powerful impact of CareBuilder’s solution, that can be achieved through the dedicated collaboration with its care partners to create a more responsive, user-focused, and cost-effective model of care.

The collaborative goals of the TECS project were to:

1. Increase user autonomy by shifting from a traditional, paternalistic care model to one that enables individuals to make decisions that best meet their personal needs and preferences.

2. Lower the operational costs associated with highdependency and overnight care, creating a sustainable model for long-term care provision.

3. Develop a responsive care environment where assistance is accessible as and when needed, rather than through constant, intrusive support.

CARE & SUPPORT A NEW APPROACH

The Glasgow HSCP highlighted the transformative potential of this approach, stating,

"The application of a TEC solution to enable care represents a progressive approach to support people’s right to independence and is an important move away from a care model characterised by intrusion and paternalism. It gives the user greater control in seeking the right help at the right time within a more efficient service environment, which can reduce the cost of providing care significantly and in turn help give individuals more latitude to choose how their personal budgets are spent." IMPLEMENTATION

1. Cost Reduction in Night-Time Care A key success of this approach involved redesigning night-time support, which was previously delivered as constant, overnight assistance at a high cost of £34,237 per person annually. Through TECS, care providers work with HSCPs to design a model that can reduce these costs to approximately £6,000 per person, resulting in an annual saving of £2,851,937, based on 101 clients. This redefined care model provides a scalable, sustainable alternative that ensures user safety and comfort without unnecessary costs.

2. Enhanced Independence Through CareBuilder’s Responsive Technology CareBuilder’s TEC solution empowers individuals to live more independently, allowing them to make lifestyle choices within a secure, monitored environment. Under the new system, individuals receive fewer hours of direct support, relying instead on a TECS Provider Hub within their homes. This setup includes a communication device for accessing support only when required, as well as motion sensors and door alarms to maintain safety. The HSCP, CareBuilder, Care Providers and Family enable individuals to take charge of their environment with confidence, knowing assistance is available if needed.

3. Personalised Support and Skill Development CareBuilder’s technology also helps individuals manage medication and household controls independently. The collaborative approach enables a personalised setup, incorporating everything from lighting to medication prompting that foster independence and skill development. The flexible support model from commissioning authorities and care providers empowers individuals to take an active role in their care routines, reinforcing health and care partnerships’ priority in enabling autonomy and dignity in care.

OUTCOMES AND BENEFITS

1. Cost Savings and Efficiency The CareBuilder’s TEC solution can result in significant cost reductions. In a single case, the initial implementation achieved savings of £78,499, with additional annual savings of £14,222. These efficiencies illustrate the economic viability of CareBuilder’s TECS model, confirming its potential to scale across public sector areas.

2. Increased Autonomy and Quality of Life Users have reported a heightened sense of independence, confidence, and control over their day-to-day routines. The combined support of, CareBuilder, and care providers allows a more personalised care experience that respects individual autonomy while ensuring safety and responsiveness.
